Employers Can Now Submit Applications for the A1 Form Only Electronically
As of 1 September 2026, employers are required to submit applications for the PD A1 form exclusively electronically when posting employees to work abroad. The application can be submitted via an electronic form after logging in with an electronic ID card through the Social Insurance Agency’s electronic services portal.
The new obligation applies only to employers. Self-employed persons and employees may continue to submit applications in paper form.
If employers, as of 1. September 2026, submit an application in paper form, whether by post or in person, or by any means other than the electronic form, the Social Insurance Agency will not process it due to non-compliance with the statutory obligation.
