The effectiveness of the new approved Construction Act, which would simplify the permitting of construction and reduce the administrative burden of construction-related activities, is postponed by one year and will therefore come into force only on 1 April 2025. This was due to the unpreparedness of the integration of building permitting processes, insufficient staffing of the Office for Spatial Planning and Construction, as well as a time delay in the preparation of implementing legislation.

As of 1 April 2024, only a part of the planned new construction legislation, namely the Act on Spatial Planning, has entered into force, and at the same time the current Construction Act has also been amended in some parts.
